I have sent this letter by email to all the NOFARS board members (John, Roger Knight, Todd Loveless, Chris Russell,) on Sent: Sunday, March 2, 2025 5:32 PM and have not gotten any answers yet. John did set up a meeting on Friday at 1:30 at Dunkin Donuts on Cassat Ave but I mistankley went to the Krispy Cream across the street by mistake and I wondered why John wasn't there and I tried to call John but I could not find his phone number since it is not on any of his emails. John did not try to contact me to see why I was running late if he was waiting for me, if he did we would have found out that I was across the street and I would have gladly went to where he was waiting for me. I would say that we are not very good at communication. When I realized my mistake the same afternoon I emailed John W4IJJ and apologized and asked for another meeting. I have not heard anything or gotten any response since. My phone number is on each and every email and I am good on http://qrz.com kf4eok also. I can be reached at 904-701-4FUN (4386)
Hello NOFARS board members,
Just a quick fact. Did you know that Peter Dulac K4QHR, longtime owner of several local repeaters including the repeater that was the local SARnet repeater on dames point bridge 444.200 and promoter of the DMR in our area did not know that NOFARS does not own the W4IZ repeater. I keep being told by NOFARS board members and the repeater owners that EVERYONE knows that NOFARS does not own the W4IZ repeater, but I still come across people that do not know this fun fact somehow.
I Sold Lewis KM 4 YDT a spool of Helix or hardline which had about 420 feet on it and several Andrew connectors back in around 2019. Louis donated the same spool with 420 feet of hard line on it and connectors to Steve and Henry for their repeater to help with the repeater. Henry and Steve told Lewis that they would see about getting a lifetime membership into the NOFARS Club for him somehow. They stated that the hard line was being donated to the repeater, and they had to figure out how we are going to swing getting a lifetime membership out of NOFARS. We did not know how it happen, but it did happen Louis Mary and Adrian all got lifetime on memberships into NOFARS. Louis never got an explanation from NOFARS why they received the lifetime membership.
We all know (or were led to believe so) Billy Steve and Henry donated a spool of helix or hard lines to NOFARS and NOFARS paid to have this club’s hardline installed in the club’s space in the old Wells Fargo building. Knowing this,
MY first question #1: if someone were to donate a repeater to the NOFARS Club would the club accept the donation and install the repeater in the club space in the Old Wells Fargo building conducting the repeater to the club’s new hardline?_________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __
Question#2: Does’s NOFARS have an outstanding loan for $3500 owed to Billy Williams N4 UF dated back to 1999? If so, what were the funds used for?______________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ _________________________________________________
At the October or November club meeting I asked John w4ijj who was the club’s trustee and John stated that he was. I have looked at the documents on the FCC’s website and it states Billy Williams n4uf is still currently the club’s trustee.
Question #3: Is Billy going to stay as the club’s trustee? If not, at what time is Billy going to relinquish his position as the trustee and change the information on the FCC website and update the information on the club’s w4iz call sign with the new trustee’s information?______________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ ____
A club station license allows members of an amateur radio club to have a station operating under a club call sign. The license is granted only to the trustee of the club. It conveys no operating privileges.
To be granted a club station license, a club must have:
The club needs to have an up-to-date roster at any meeting, when there is any voting happening. This is important now that there is no public access to the roster online currently. Anyone voting should verified as a NOFARS member and for determining a quorum, so we are not counting guests and nonmembers toward the quorum count.
Thinking about Henry’s motion is he trying to separate the club from being friendly with other clubs. It is hard enough to get volunteers to step up and hold a position in the club and now if NOFARS adopts this NOFARS wants to state that if you are part of or help any other club, we do not want your help here, wow, what a bold statement. The W4RNG bylaws have a bylaw which does just the opposite. Here it is ” 1.03 Presidents of formally organized amateur radio organizations that conduct regular meetings in the community will automatically be extended Associate membership in the Association, to include autopatch access but not auto-dial privilege.” I found this on w4rng.com public website and here is the link if you would like to see it for yourself. https://docs.google.com/document/d/1...?pli=1&tab=t.0 Unbelievable that an amateur club would offer something like that, well maybe not for a club that welcomes members and nonmembers alike.
Others and I have looked everywhere for the NOFARS club’s annual report and nonprofit organization status and have been unable to locate it anywhere.
Question #4: Can you point out to me where I can find the club’s annual report and non-profit information?______________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ _________________________________
The annual report along with taxes are a requirement that must be filed each year. The annual report shows all the directors of the Corp. and their contact information.
On February 25th around 7:15 PM henry and Steve offered me a roll of helix x or hardline was roughly 420 feet for four hundred dollars after discussing what they had discovered and agreed it was the same spool of helix that I sold Lewis many years ago and that once reside at my QTH. I am now thoroughly confused. As I understood, this donated helix along with other newly purchased helix was installed in the Wells Fargo building. The reason the club voted to install helix at the old Wells Fargo building was because the club received a donation of helix, this very spool that I was just now offered for sale to me. The club voted on installing and purchasing helix for the Wells Fargo building with the understanding there was a donation of helix and it now looks like the club members were misled on what they voted on. Can somebody explain to me how Henry, Steve and Billy can offer to sell me a spool of helix that they donated to NOFARS and then installed in a NOFARS club space in the old Wells Fargo building? How can it now be offered for sale to me by a private individual and not NOFARS The helix is not installed in Wells Fargo building. I hope you can understand my confusion and hopefully you can explain it in simple terms that I can understand, and other members of the club can understand exactly what happened. Another question is, I was just assuming Louis Mary and Adrian received a lifetime membership because of their donation of this very same spool of hardline that the NOFARS club received as a donation from the repeater owners. so if the club did not receive this hard line from the repeater owners as a donation why wasn’t the club members notified that there was no donation of hardline to the project and the membership vote revisited.
Question#5: Why did NOFARS Club give Louis km4ydt, Mary w1ent and Adrian KN4IVW lifetime memberships? Did someone pay for their memberships and if so, who?______________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ ________________________________
Question #6: If there was any hardline donated, who donated the hardline Line and how much? Information that I request: I would like to ask you to see all receipts for the project for the cost of the materials itemized, the labor itemized, and the contracts for the $9,000 or so for the expenditure the club spent on the hardline project (the total). Thank you for your consideration and understanding. I believed I understood, but this new information contradicts everything I have been told up to now. I was just wondering also seeing how the NOFARS Club has spent all of our funds on this hardline project the fundings of around $9000 I found this odd for a club that over through the last 25 years has not wanted to support a repeater through the general funds of the club, has the club’s outlook changed and are we now looking at a club owned repeater? Is the club actively going to pursue putting up club owned equipment at this site that we now own hardline. If NOFARS installs a repeater what will happen to Billy Williams repeater? Will Billy call in his $3500 loan if his repeater leaves NOFARS space. Leaving the club’s space does not mean it would have to go off the air.? Billy states that if his repeater goes off the air NOFARS owe him $3500 immediately. Can someone explain that to me since that repeater is not owned by the club. It is personally owned by individuals, just because it leaves NOFARS Club space why would a loan come due? If the loan were for the repeater that would mean the club has owned that repeater for the last 25 years and we have as a club did not have any say-so-on the ongoing updates operations of repeat of whatsoever. I sure would hate to find out that $3500 was a loan for a repeater start up to the club.
This statement is from the website https://jaxradio.net/repeater.html
“The W4IZ 146.7 MHz repeater began operation in May 1999. To counter objections from those who didn't want a repeater supported by NOFARS general funding, startup costs were paid for independently with an indefinite term, zero-interest loan plus donations of equipment by several NOFARS members.” If this loan were to the NOFARS club and was used to purchase repeater items for starting up a repeater then that would mean that NOFARS owns the repeater and owes the loan. Is this the loan that Billy Williams n4uf referring to?
Question #7: Who was this indefinite term, zero-interest loan from and who was this indefinite term, zero-interest loan made to? I would also like to know who the donations of equipment by several NOFARS members went to. __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ ____________________This would also indicate that the club members have been taken advantage of by not giving the members of the club their right of input of the operation and handling and decision making for the repeater over the past 25 years. By telling the club members at club meetings that NOFARS nor the club members own the repeater and have no say in the operation of the repeater and there will be no discussion about the repeater at club meetings. Others and I have heard this multiple times over the years at club meetings. NOFARS club has always held the repeater separate from the club stating that the club does not own the repeater and over the years has prohibited the discussion of the repeater at club meetings. Lately I have noticed that we are getting repeater reports from Henry on his repeater at NOFARS club meetings, but you are not asking for any other repeater owners for repeater reports at the meetings, I find this interesting.
Question #8: Who are is the 146.700 and 444.400 frequencies Coordinated to?_______________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ ____ From what I can tell they are Billy Williams n4uf. This would make since the NOFARS club does not own a repeater and never has. You can check this here: https://plots.fasma.org/listings/FAS...Repeaters.html type w4iz in the search area at the top right of the page and you can see who is the holder of the frequencies. If Billy refuses to give or transfer them over to NOFARS (if that is even possible), the club should investigate getting their own Coordinated frequencies if the club is planning on owning and operating repeaters.
Question #9: Knowing that the NOFARS club has invested around $9000.00 in repeater items over the last year or so dose this now mean that the NOFARS club has changed their “objections from those who didn't want a repeater supported by NOFARS general funding” and are going to be buying a club owned repeater in the near future?___________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ ____________________
Question #10: Did NOFARS get any type of guarantee or right to stay and use the space for any length of time in the old Wells Fargo building before or after the club invested around $9000.00 in helix hardline and had it installed in the building?_________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ _________________________________________________
What or who do I need to speak with to get the no forest club they start a ledger for myself to accept checks on my behalf for my personal repeaters. I have several, more than Billy, Steve and Henry and NOFARS all put together. You can confirm this statement here: https://plots.fasma.org/listings/FAS...Repeaters.html type my call kf4eok in the search area in the top right and do a search to see for yourself. I do not want the government to know that I receive checks. Billy states that cash goes in his pocket and any checks he receives for his repeater dose gets deposited into the NOFARS’s account and there is a note that is made on a ledger designated the amount of dollars that is the repeater fund’s (Billy’s). This money is in a general fund of NOFARS’s account and not a separate account. Billy does this with NOFARS permission, so Billy does not get noticed by the IRS and get red flags because of the numerous checks for donation towards his repeater. If I could accept checks and the government does not know about the income because it has run through NOFARS’s account, then I could apply for more government benefits.
Question #11: Who do I need to talk to so I can have NOFARS accept checks on my behalf so whenever I need money to buy a new repeater, duplexer or antenna, I can just have NOFARS give me my money out of their account so I can buy what I need. __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ _________________________________I am sure that other people would be interested in this service also if it is legal. If this is not possible then I formally request the club to stop collecting money for Billy and the repeater owners. If the NOFARS club is a non-profit I know this is an illegal act and is fraud that the club is committing. This is the comingling of funds and should be stopped. Is the club charging Billy for this service?
Question #12: Who owns the domain nofars.net? I see that Billy Williams owns it. Is Billy going to transfer the ownership of the domain over to the club or to someone that will maintain it for the club? __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________Mabee the clubs’ new trustee for example. The domain nofars.net will expire on 05/18/2025 let’s make sure that it doesn’t expire and gets lost, Billy can easily make sure this doesn’t happen by renewing it or transferring it to anyone else that will renew it. Let me know if you have any questions about this or need help getting it transferred to someone or to the club, I can help with that. Billy could always refuse to transfer the domain to NOFARS and ask a large price for the domain as it looks like it is his if he wants to, that would be his choice. Like his choice to make the NOFARS website go away. I feel like Billy is not showing good faith towards the NOFARS club and should be removed as the trustee of the club.
Question #13: What is the status on the website?__________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ ________________________________________________ Can we not get a simple webpage up with at least the names and contact information of our board members on a coming soon page with a link to the roster. Simply a basic page until a website is designed by someone, please! Here is a sample webpage that I threw together with little time and effort.
Question #14: Is there a recording of the meetings available? I know the meetings are online thanks to Brandy and Rajesh. I would think there would be a recording somewhere available.________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ __________________________________________________ _____
I also find it interesting that Billy Williams states that “There is no official "Friends of NOFARS" group. We are all just hams working together on the repeater project. No officers, no "owners", no uninteresting, irrelevant bullshit, etc. Each person provides their independent contributions as a free-will gift to area hams and served agencies” I would be a “Friend of NOFARS” to if they were funding my repeaters, well at least until they ran out of funds.
All the donations that came through the club’s account from the last 25 years that was on the ledger as the repeater fund and was paid to the repeater should have been deducted from any indefinite term, zero-interest loan that NOFARS may owe. The funds from the NOFARS club’s account should not be used to maintain a personally owned repeater unless the club members have voted to do so. If there was any loan it should have paid off many years ago. Ten years back Billy stated at a NOFARS club meeting that $2000 was what it would take to pay him off so I do not know where the extra $1500 has come from.
Thanks, I hope to get a response from someone soon.
If you would like to hear the answers to any of these questions or have your own questions then go to a club meeting in person and ask the question there and see if you can get an answer. The club meeting should be the place to do club business.
I have a new question: Does the board members have access to the clubs Roster that was on google docs? Where is the roster? How can we access it as members?

A club station license allows members of an amateur radio club to have a station operating under a club call sign. The license is granted only to the trustee of the club. It conveys no operating privileges.
To be granted a club station license, a club must have:
- A name
- A document of organization
- Management
- A primary purpose devoted to amateur service activities consistent with the FCC Rules
- At least four persons
- A license trustee designated by an officer of the club
- Trustee must hold an amateur service operator license grant. (See Section 97.5(b)(2) of the FCC Rules)
